The European Commission has proposed to exclude "digital technologies, artificial intelligence, quantum technologies, and semiconductors" from the Industrial Accelerator Act (page 52) [0], and only limiting "Made in Europe" requirements for strategic technologies to only automotive and net-zero IP.
This is a significant about face for EU rhetoric around building a domestic ecosystem in a number of key technologies and the IAA's stated goal to allow the EU to "transition to a clean and digital economy" and enhance it's "capacity to
respond and reduce third country dependencies".
This is somewhat off topic but why is this such a long document? How can any society function when laws and regulations are so extensive. It’s a frustrating part of American legislation too. No way for citizens to keep up with all the bad decisions and corruption.

This is how all legislation is.
Think of legislation like code with litigation as the compiler. You need legislation to be extensive otherwise edge cases that aren't called out will be taken advantage of or continuously litigated.
It's also an admission by the EC that the EU cannot develop ecosystems for certain classes of technology in the short-to-medium term.
