Ask HN: Why is almost all of API documentation online?

I have been studying not for long ago by following handmade hero tutorial. I am a novice in this field. what I realized, windows documentation is well writing documentation, but hides to deep in windows hyperlink website. and there is no single reference we can download that makes less convenient.
