I thought this is worth post because it has longer than usual Resolved Issues. I am guessing this will be the basis for Safari 27.
One of the problem / issue with Safari Release note is that it only ever mention fix but not improvements. Better JS performance, CSS rendering or other engine improvements don't ever make it in these notes.
