Russia's strategy here is to manipulate governments of the west to withdraw from mutual aid to weaken their alliance, seed anti-foreigner and pro-Nazi ideology so you can market the Big War to the Russian people as fighting their former Nazi nemesis, and predict, correctly, that the west will hesitate to go to the war, allowing Russia to capture strategic positions by sea and gain a significant starting advantage.
