If they can get constellations in orbit, then I think this makes sense. Starlink has been (in my opinion) trying to gobble up the orbit slots and RF to dominate the market and make de facto monopoly concrete.
Strategically I think this is a good thing. It probably will delay increase in LEO low rtt service over europe until a native European managed constellation is there in scale. Tant Pis.
Obviously there is some risk tit-for-tat will happen over other economies reducing the economics of scale, but you would think other nation states would like less of Musk and US strategic control over their use of a LEO service.
