With Israel, it's because of race of course, and also poorly integrated new repatriants who almost never knew Hebrew before repatriation.
As for Poland, i am extremely surprised too.

It's extremely counterintuitive to see France score very low (so very good) in this rating for literacy, while Poland, very high. Why is that?
