TLBIC (Time-Limited Regional Basic Income Credit) is a proposed basic income system with three key mechanisms: it expires after a few months to prevent hoarding; it requires no application (support is automatically disbursed before an application is filed); and it is limited to the local economy and non-speculative use. The goal is structural—to reduce the despair that comes from feeling there is no way out—aiming to address the systemic despair that contributes to Japan’s tragic loss of over 20,000 lives to suicide annually. I would particularly appreciate feedback on this proposal from this community. I’ve run into the second major hurdle with the free version of the AI: simply having it carefully read the TLBIC Policy Proposal v7.0 text file caused it to reach its limit, making it impossible to even ask questions. Furthermore, even when I did ask questions, the AI’s responses skimmed the surface without actually answering them, instead merely praising the proposal. Of course, since I’m using the free version, I’m consuming a significant amount of computational resources at no cost, and I bear full responsibility for the burden this places on the AI company. Due to family circumstances, I am currently unable to pay for a subscription. While I regret the computational strain this may place on these free-tier services, I am profoundly grateful to the AI providers for making this long-term collaborative research possible. Therefore, I have decided to split up the policy proposal, completely restructure its organization, and update it going forward. First, I will separate the epilogue from the main text and publish it as a separate volume, explaining what led me to write this proposal. I am neither a policy expert nor an economist. As a former factory worker, the tragic loss of a colleague to suicide has remained a guiding motivation for my work. This proposal was almost entirely constructed through long-term dialogue with multiple AI systems (Claude, ChatGPT, Gemini, Copilot, and DeepL).
