In my opinion it should go a different direction. Require people to make firearms out of metal. Require they obtain an FFL type 07, print unique serial numbers, register as a business. Encourage more people to manufacture everything from high quality affordable firearms to high end unique firearms. Provided they have done those things put zero restrictions what they can manufacture. Encourage them to partner with firearm dealers for the sale, transfer and background checks. Bonus if they can implement grips that recognize the owner without touching the skin and prevent firing by anyone not programmed into the firearm. Pair with a watch using time domain signals and encryption keys for accurate distance activation. Require each design to pass drop-discharge safety validation.
