Doesn't quite smell right. A leak like that would be a big scoop. Where's the other media spouting off? Why hasn't starlink been disabled already, given how much Russia has lost, how badly they need to get their war over with?

It's just a plan, it doesn't mean that Russia or China is able or willing to execute it.

> The planned weapon architecture aims to engage targets operating in near space at altitudes up to 40 kilometers and maneuvering at lateral g-forces of up to 25, a capability that would surpass any defense system currently fielded by the Russian military.

The US likely has all kinds of secret plans to invade Canada, North Korea, or the Moon. It doesn't mean that those invasions are imminent or even practical. They're just plans that get analysts thinking.
