The ocean has long been viewed as a shipping lane, a source of fisheries, and an energy carrier. But can we envision another possibility—treating the ocean itself as an "infrastructure" system helping regulate heat, water vapor, and regional climate?

This article does not propose an engineering project ready for implementation. Rather, it presents a thought experiment intended to stimulate discussion and identify experimentally testable questions.
