Looking through the analysis of the legislation [1], I really don’t see how it makes much of any impact. Places where it’s hard to build on purpose have little incentive to change, and places where it’s easy to build on purpose can make some minor adjustments to get a little extra free money from the government. But since it was already easy to build, nobody will build more. Sorry to be so pessimistic.
