New vehicles with bright lights are subject to light angle testing. I rarely see new cars being the issue. What I do see, is older cars with reflector headlights where someone has installed high intensity LED globes, and now that hole reflector pattern, without any attenuation, is set to "retinal burn". Similarly, people replacing reflector headlights with projector lights, but not calibrating them to a legally acceptable throw angle.

Many newer lights are even capable of dinning their pattern in the specific part that affects oncoming vehicles whilst leaving the rest of the pattern bright.
