Considering it was made legal at the federal level, that is where the reforms will need to be. Also, having individual states try to regulate and online marketplace would be hell. You would always just be a VPN away from accessing it anyway.

This is not what the evidence shows from age verification laws, which 25 US states have already passed. Congress is mostly useless and cannot be relied on for harm reduction in this context until at least midterms.

There is always some leakage from regulatory measures, but we still implement regulations.
