We're such a long way from this becoming relevant. If we took every artificial satellite around Earth right now and crashed it into the moon at random, they'd have an average separation of about 15-25 km depending on if you interpret that as "active satellites" or "all tracked objects".
By the time cislunar space gets crowded enough for that to be a problem, we'd have launched enough infrastructure for it to have been worth our while to build an orbital ring around the moon and another around the earth for getting there mostly without rockets.
