Probably because LLMs are expensive when used in a way that would be enjoeable. Like for good dynamic NPCs

Thats the cynic answer and probably true.

basically that, I remember that F.E.A.R bascially had very well scripted NPCs enemies, those guys were scary on higher difficulties. And then they added voice lines so it doesnt feel as creepy. Imagine they would move in perfect voice silence because they got isolated helmet communication like W40K space marines
