Given the wretched incompetence, basic dysfunction, and fast churn in elected British leaders and their governments (in the parliamentary sense) in recent decades, I'm thinking something more radical is needed.
Find some way to fill the House of Lords with competent, skin-in-the-game people, make it self-perpetuating, then add "House of Lords" to the ballot for all General Elections in Britain. Then if enough voters are disgusted with the rotten bunglers in the House of Commons to "Vote Lords", the House of Commons is suspended for 5 years, and the House of Lords assumes sovereignty - https://en.wikipedia.org/wiki/Parliamentary_sovereignty_in_t....
The idealistic goal being that fear of being irrelevant for 5 long years might terrify the worthless fools in Commons to do something right a bit less infrequently.
