It’s just a different version of buy local. Many countries including the US, perhaps Canada as the article is about, EU member states, and more will continue to erect trade barriers and focus on internal production protection. (Trump is almost irrelevant here and it would be a mistake to comment on him other than as the final voice that enacted long coming American trade changes which were poised to start anyway)

A lot of this can be traced back to China’s trade practices and the US mistake of allowing WTO entry. The EU is increasingly looking at protectionist policies for example (cloud providers being homegrown, tariffs on Chinese products, more subsidies) and we should expect in general other nations or nation blocks to do the same.
