They are reducing to +25% from current +50%. So while the title is inaccurate in percentage it is factually correct that limits are going down.

Sort of both? They're permanently raising it by less than a current temporary raise.

They are both raising the limits by 25% and apparently reducing them by 17%. I think they mean to say you can do more, but what a terrible press release.

It's moving from 50 percent over base to 25 percent which means 17 percent decrease relative to the old limits.
