This is pretty cut-and-dried, nowadays.

Linux distros are Linux, often GNU+Linux+etc.. Windows and macOS users are indeed running NT and Mach underneath. The year of the NT kernel was 2001, when most people used it. Android is typically not considered a Linux distribution, which is fair considering the tooling the AOSP includes. Android is considered an OS because it has distinct high-level frameworks for writing and distributing software that is not Linux-conventional.

SteamOS is a Linux distribution. The root is immutable but everything else is present to run ordinary Linux software. If you wanted to be pedantic, you could say the "OS" tag is justified given Valve's work on Linux' Pressure Vessel and Steam Linux Runtime for native/nonnative software distribution. It is an arbitrary label, but not mutually exclusive with being a distro.
