In banking, or business in general, a basic risk control concept is that employees with financial authority are not given "no limit" authority.

IANAL, but is there any real reason why city charters, state constitutions, and other "foundational" legal documents could not incorporate similar restrictions? Google's AI says the latest annual General Fund budget of Independence is less than $100M. Any decisions involving >60X that amount should require multiple citizen votes, and supermajorities would be a reasonable requirement.
