Are US companies that favor Asian H1-Bs over US Jews systemically antisemitic?

Is it reasonable to take steps against these sorts of folks like it is against other antisemites?

H1-Bs are systematically problematic in ways that resemble how racism is problematic.
They create a class of people who has to do what the boss says else they have to leave the country. It causes bad behavior on the part of the bosses. H1B should be a relatively quick path to citizenship. We all benefit when employees have enough of a safety net to object to immoral company behavior, having people around who can't do that is a hazard.
As for whether it's racist to oppress people from one country in this way while passing over others... I don't know. I mean we're already talking about a system that creates a group with fewer rights than citizens. Is it useful to further classify it as racist in some scenarios?
