He was used to spy on extremist right wing groups. Spies becoming influenced or sometimes aligned is not unheard of.

Aren't these things that are worthwhile research topics.

Covert communications systems and steganography are just things that intelligence agencies don't like, so they'd be suspicious of any research into them, funded by China or otherwise.

I find it strange that they wouldn't expect China to be wanting 'something' back since they're finding the research. In which case, why allow funding from China at all?
