TagBackup is a small open-source (MIT-licensed) Go CLI to do just that. Tags live in the filename, so you can filter with simple AND/OR/NOT expressions. Credentials never leave your machine. There is also an optional local web UI for those who like to point and click. The website homepage has a live demo of that UI you can try now.
It is not a competitor to restic, rclone or rsync. Instead, it is aimed at solo developers and small teams to back up and pull the latest data from the cloud to their local machines. I spent an age designing it for my own use. Agents wrote the implementation. I've been using it daily for several weeks.
