I doubt the government will "own" anything after this project has finished.

It's more likely that the gov agencies will buy and forecast compute-power purchases from cloud providers for this project (within 90 days!), who will then use this as a guarantee to secure their billion dollar investments, delaying the -burst of the AI-bubble
