Sovereign Indian tribles can practically get away with murder compared to entities that are regulated by ordinary US law. I was recently the victim of some kind of tribal predatory loan service that was way off in Northern California. I looked into it, and determined that there was basically nothing I could do to pursue it legally. It is unclear whether a "tribal loan account" could be legally pursued by ordinary US collection agencies, but it's rather crazy to imagine that kind of activity that targets ordinary Americans.
It does if you're on tribal land–that's generally held to ber sovereign territory by U.S. law (at least for commercial disputes). But if you're an American outside tribal land, and are not an Indian, I believe you're right. (Counterpoint, sort of: Adoptive Couple v. Baby Girl [1].)
If both perp and victim are indian then the tribal courts can handle a criminal case
But if one is not then it's an automatic federal jurisdiction I believe
Mark had that aha moment that people would just freely give him their data, and had no idea how it could be used against them. He built his entire empire on being able to get away with things that if anyone actually looks at is morally reprehensible, extractive and manipulative. Now the promise of AI is they will control and rule over the productivity and power structure of the whole world via the internet if they can get away with it.

If a datacenter brings infrastructure with it, such as telecom, grid, and water, that could be a boon as a lot of tribal land has a lack of utilities. There's also a real chance that development will exploit tribal governments without benefiting the tribes.

Or just tax revenue. Big Tech struck some super shady deals–it's caused a backlash. But that doesn't mean the other end of the pendulum's swing makes sense. If your town needs new roads or more teachers or doctors, having an multibillion-dollar immovable asset in its midst is an obvious advantage.
