AWS ME-CENTRAL-1 Region Down (Due to additional loss of mec1-az3)

In addition to mec1-az2 now AWS has also lost mec1-az3 rendering the region down, as many control planes rely on quorum.

Also impact in Bahrain, with mes1-az2 power and network impaired.
