We are seeing a lot of actions failing because their GitHub Tokens are being denied and failing either Forbidden errors

I ran into this during Monday’s outage. My project-management tool caches GitHub issues and metadata locally, so I was able to keep planning without interruption. Sounds like GitHub may be having issues again today too, although I haven’t run into them myself yet.
