It turns trust from an O(N) problem into an O(k) problem allowing for greater levels of interpersonal trust between strangers since there is a 3rd party guarantor of that trust who can provide consequences for abuses of it.
Trust comes from the presence of consequences for bad behavior, which doesn't guarantee it, but definitely promotes it.
