But... he just needs all the data. (He wouldn't do anything bad with that, he's a nice, stable and likeable guy just looking out for everyone.) Why go through all of the trouble of gathering low quality scraps like Facebook has to do, when you can just scrape everything the government has. Cambridge Analytica simply wasn't ambitious enough.
