So long as it remains the property of the Federal Government my understanding is that this could be legal.
It's still a terrible idea from a security perspective and it will probably take way more than $400 million to turn it into a viable Air Force One.
Completely unsurprising that he would spend massive taxpayer dollars (I'm presuming) on a bigger version covered in gold.
And that's before you consider the impossible amount of dollars that Boeing and their subs (read: prime contracts funded by taxpayer dollars) would need to spend to convert it into a VC example.
