Are daily standups, kaizen and scrum huddles not enough for them? If I need to talk to a manager 1:1, I'll message them on Slack or set up a meeting for it deliberately.
Most mandatory 1:1 manager meetings I've had end long before their scheduled time is up.

I worked for one manager who was exceptionally bad and used 1:1 meetings as a weapon to gaslight people. Comparing notes it became clear he was telling one thing to one person and another thing to another person.
In more normal workplaces my attitude is: if I have some reason I need to talk to my manager I want to talk to them right away as opposed to wait one or two weeks for a scheduled meeting.

Thru daily interactions with their team members. Having worked for 40 years at several different tech jobs , can not recall any specific 1 on 1 meetings. So I would say , yes. Such meetings not needed.
