Crimes of opportunity almost by definition do not involve risk assessment. They happen on an impulse, most often by mentally unstable people.

Crime is hard to understand. Almost no one actually understands it especially not those who pretend to. Because criminals don't think like normal people and are driven by roaches in their heads - cold-blooded, rational, career criminals are an exception, not the rule. Whatever the rest does, and why do they do it, is a mystery.

In 2009, entire economy was deep in shit. Countless millions were out of work with no prospects of employment, lost their savings, their homes, and those were mostly the younger people from vulnerable groups (those who were lied to by banks that getting a 103% mortgage on a house they can't afford is fine because "prices will only go up", and believed it). One could expect a massive crime wave - if criminals were rational, it had to happen. But none materialised. Why? We don't know.
