Afghanistan's history is so sad, they've hardly ever been united, just a lot of warlords and wars with outsiders, wars with insiders.

I recall after the Taliban took over they put their folks in government office as you would expect. Some Taliban officials talked about explaining to others that running a hospital or public service by yelling at everyone doesn't produce results like on the battlefield.
