1. It won't make the tickets cheaper, it will just force the companies to distribute the price differently. Instead of super cheap seats and fees for luggage, it will be slightly less cheap but with the luggage. Who cares, really?
2. Planes are too cheap already, they shouldn't they work on making the train more competitive instead?
3. Generally, don't they have anything better to do?
Seems backward: carry-on capacity is a scarce resource. Allow charges for that. There's value in that you 'just walk out of the airport', vs wait (and, maybe wait and wait, and wait, at the carousel).
But ban checked baggage fees, that's what's driving the carry-on mania.
