Just remember you can't just hire people off the street. The Border Patrol tried that and got a bunch of bad apples. And BP still couldn't get enough people. I'm willing to bet that money disappears faster than they can use it legitimately

There's a lot of genuinely fucked up things about what's going on today, but the number of people who apparently think that it's just fine for these people to wear identity disguising masks as a regular thing is particularly awful.

The masks are an intentional tactic to maximize the amount cruelty and terror possible. The point isn't just to terrorize immigrants, as awful as that is, but also to terrorize the general public.

Yes. The enormous funding of ICE is at least partially to siphon funds from the federal government. Trump apparently found out that his background in construction ("The Wall") wasn't an efficient way to tap federal allocations. I'm guessing the ICE funding is a new attempt.
