Yes, most states (if not all) won't let the owners charge for their bathroom service so there are very few places that let the general public use their bathrooms. Go to most cities and you'll find close to 0 public bathrooms. Yet, we all have to go at random times. Ever wondered where all those delivery(or whatever) drivers go when nature calls? They usually have to go to a restaurant and buy something to get access to the bathroom. I call that a crises created by unintended consequences.
