Much of what Hoare says here is right -- we need not even pick on the bits that are incomplete or off-level. The problem is that much of what he advocated was impractical on (? most of) the machines of his time, for lack of resources, but then even when the resources became available, the principles that he enunciates here were not revisited, and would have required breaking changes to running systems if they had been.
