Betteridge's Law of Headlines doesn't always work out, but that's the way to bet.

I'm not up on Dream Chaser, but the article reads like "no" is a good answer. Twenty years in development? Yikes! Hydrogen Peroxide and kerosene propellants? Hydrogen Peroxide has been a prolific source of explosions in the past.
