I think it's not about the character limit. In a title like "We did X for the first time using framework Y", the phrase "for the first time" wouldn't add anything so it gets auto-edited out - but here it's needed.

Is this something you can really reasonably study? The response rate for illegal immigrants must have tanked right? I know there are techniques for this but they must be disrupted by like major environmental and legal changes. I would doubt you would get it right on your first attempt.

Trumps immigration policies are actually working. Illegal immigration is down 92%. In the UK it's out of control and they are actually spending much more money then the us actively making it worse.
