Canada's private land ownership is low, with only about 11% of the total land area privately owned, the vast majority being public Crown land.The Gov hoards it and doesn't make it available to for people to participate in property ownership.
The Gov also has failed to provide access to many parts of the country.The Canadian Highway System is poor and lacking. In provinces like Ontario there is still little access outside of major routes which have not been expanded (Highway 11) for over 50 years. I'm not even going to mention services such as electricity. There are areas 1 hour from Toronto that have no electricity without any hope there will ever be.
The Canadian Gov just doesn't invest in anything outside of major population centers.
