But they will probably demand some foreign exchange as collateral. If it makes you feel any better, I don't think you can launch such a service even in China.

You need to explain more. Is your app a marketplace? Can you offer crypto payouts and call it a day. You can ignore regulations in India if you are small and not India based. Also if you are flowing money In and not Out, you are unlikely to trigger much attention at this stage.
