The phrase makes sense to me. To add some more smoke to an already hazy vernacular:

The line between HLS synthesis and RTL synthesis can be blurred if the HLS tool performs some amount of RTL synthesis work. For example, this paper proposes that HLS tools could map C expressions down to LUTs (before pipelining).
