TL/DR: The game was set up such that specific, very uncommon pieces, were needed to win a large prize, and those were very rare. The chief of security set up elaborate scheme to make sure those prize-winning pieces were distributed properly. That same person started stealing them and selling to others, for a fraction of the prize won.
