> Musk, who owns about 15% of the company, has said that without 25% voting power at Tesla, he would prefer to pursue his artificial-intelligence projects outside of the company. In an X post on Sunday, he threatened to leave Tesla if the package doesn’t pass.

This doesn't seem like a productive attitude or one designed to maximize success. Holding people hostage does not promote good morale or enhance retention and/or attract top talent to the company. An AI robotics company that includes robot cars requires quite a bit of top shelf brain power to implement, more than Musk can provide along with Stockholm syndrome traumatized workers.
