I think it's worth reading the linked report. That quote sounds bad, and perhaps it is, but beyond it paints a slightly rosier picture. I'm not exactly sure what to take from those points...
How about instead of giving millionaire farmers tens of billions of dollars, we set up a work project system where young software engineers get to work on programs for federal and state governments?
