Not to take away from their suffering (especially the lack of communication on the issue), but I'll say that one of the nice things about my undergrad was that most math courses had no (graded) HW. The professor would "assign" problems from the textbook - all of which had answers in the back. You would do them yourself, and confirm the answer. No need to turn it in. He would then dedicate 10-15 minutes of the next lecture on difficulties students may have had.
Works for courses like calculus where there are easy ways to confirm your answer.
I loved it. HW would be a drag - getting it in presentable form, etc.
