This should become a lot more common with the current excellent state of "AI", like all the one off, personalized utilities, and the flood of smartphone apps enabled by quick, easy, idea to implementation process.
That would be great for cyber security, too. It's undisputed that Linux doesn't suffer from the plague of malware Windows does due to its fractured installed software base. Per person custom OSes would be the most varied software multiculture possible.
