This article, drawn from an extensive analytical dialogue, examines a disturbing possibility: that Britain's democratic institutions have been hollowed out, replaced by a permanent state apparatus that operates independently of electoral outcomes. More importantly, it explores whether genuine reform is possible, and if so, how it might be achieved.
