A family member has decided to start running Meta ads for their small biz. However, their Business Portfolio account got restricted back in 2021 for unknown reasons so it now can't run ads. I'm trying to get the restriction lifted, but Meta's automated support tells me to click a "Request review" button that doesn't work (clicking the button does nothing). And since the business is restricted, I don't seem to be able to sign up for the paid Meta Verified for Business service, which offers chat and email support. So I'm currently stuck in a situation where I can't access any form of support to initiate a review of the restriction.

Does anyone have advice on how to get in touch with Meta Business support in this situtation? Thanks
