Someone (not I) recently posted a Guardian article that focused on the report's Israel aspect — and, somewhat predictably, got flagged into oblivion. I thought the originating document, linked about, might still be of interest to the community.
LATER EDIT: I note that this has implications on US law because our Immigration and Nationality Act (INA) has provisions that depend on what's known in the biz as CAT protection.
